SUMMARY OF QUALIFICATIONS
I have 30 plus years as an emergency responder. This emergency response career began as a basic firefighter who quickly mastered the required skills and moved upwards seeking new challenges to master in both civilian and military emergency response organizations and culminating as a lead instructor with the Texas A&M Engineering Extension Service; Emergency Services Training Institute located in College Station, Texas. At the end of my emergency response career with Texas A&M, I was recruited for a safety position. My emergency response career uniquely positioned me to become an accomplished and multifaceted safety professional with expertise in heavy construction, situational analysis, evaluation, and assessment. This new safety challenge led me to be involved working in the field with assigned work force and understand their challenges. I quickly understood that safety behavior change produces lower incident rates and greater advances in processes and procedures. This then led me into development of strategic construction safety planning and safety management programs to streamline processes. I have developed safety programs and lead construction safety teams toward stated goals of zero harm to work force and environment. I have lead construction accident investigation teams to determine the root cause of an incident. I have a proven ability to plan, develop, train, and lead personnel to excel not only in day to day activities, but in crisis situations for positive resolutions. I am very adept at public speaking, training, and staff presentations.
PROFESSIONAL EXPERIENCE
HSSE Lead for Shell Projects & Technology; Pennsylvania Chemicals Project, Early Works
January 2015 to October 2017
Provide safety leadership and coaching to multiple contract operations involved with the Early Works phase of Pennsylvania Chemicals Project. Coordinate with Shell staff members on safety initiatives and programs on-site. Assist contract management team, contract safety teams in daily activities and provide a vision for Goal Zero. Work directly with multiple Implementation Contractors and sub-contractors and their safety representatives in developing safety behavior change. Provide observation feedback of work activities to field work force.to foster and enhance safety behavior change.
HSSE Lead for Shell Projects & Technology; Project Franklin
October 2013 to January 2015
I was requested to join Project Franklin for site evaluation, investigation, and demolition for the possible Early Works phase of Project Franklin. I was the only Shell representative on-site. I was challenged to provide safety leadership and coaching to multiple contract operations involved with environmental survey, geotechnical survey, and demolition of a zinc smelter plant. This required coordinating activities with contract personnel to ensure safe work processes.
HSSE Lead for Shell International Exploration & Production, Mars B Olympus Project
January 2011 to October 2013
Provide safety leadership and coaching for Shell E&P contractors for Olympus/Mars B Project construction project. Assist contractor and sub-contractors in updating and improving safety programs. Carry out workplace audits, evaluations, and assessments. Coached employees in safety behavior change for job hazards and safe work practices. Provide observation of safety issues to create a safe work environment resulting in minimal first aids and a zero OSHA recordable record.
Conducted continuous safety audits and maintained good communication with employees to eliminate safety issues, which allowed employees to concentrate on job task. Reviewed job task to ensure hazards were identified, eliminated, or mitigated so that there was no harm to people or environment.
· Assigned as lead safety for Beacon Maritime & Lone Star Energy Fabricators during all phases of the N-88 rig skid base construction.
· Participated in daily planning events in preparation for work assignments to ensure safe work details.

Associate Training Specialist:
Texas Engineering Extension Service (TEEX) and Emergency Services Training Institute (ESTI). Recruited, managed, and supervised staff of rescue training instructors and technicians. Prepared and maintained client contract training schedule and continuously developed new clients. Maintained instructor class rotation schedule, prepared national and international staff travel. My staff and I listened to clients and their needs to develop custom classes. Constantly researched new techniques and equipment to ensure the Industrial Rescue classes were “cutting edge” and updated training material to meet client requirements as well meeting and exceeding current national standards. Following a “Lead by Example” philosophy, I led open enrollment classes as well as client courses at the ESTI training field and client site locations in the United States and international locations.
Major Accomplishments:
· Recruited to develop and establish the agency’s first Industrial Rescue program. Recruited staff, formulated policies and procedures, designed courses, and scheduled classes.
· Designed and implemented industrial 40-hour technical confined space rescue course to exceed OSHA and NFPA requirements.
· Designed and implemented industrial 40-hour technical high angle rescue course to exceed NFPA requirements.
· Designed and implemented 24-hour trench rescue course to exceed OSHA and NFPA requirements.
· These three courses represent 10,000 teaching hours and 8,064 students that I led which totaled 258,048 student training hours’, injury free. This does not include TX-TF1 training and response.
· Assigned to assist in a study for the feasibility of establishing an Urban Search & Rescue Team for State of Texas. This proved to be a “must do” and Texas Task Force-1 (TX-TF1) was created.
· Promoted to assist in establishing & directing Texas Task Force-1 (TX-TF1). As member of a 3-person leadership team, oversaw 162 personnel and a $5M equipment cache. Performed purchasing, research, planning, staffing, team logistics, and cost control.
· Organized, lead and responded to natural and man-made disasters at the direction of the governor’s office for emergency response such as the Del Rio flood, Ft. Worth tornado, and the Texas A&M Bonfire Collapse.
· Given the directive to design Disaster City training site to train TX-TF1 team members and emergency responders (fire, law enforcement, and medical personnel) for large-scale disasters and building collapses. This evolved to included national and international students and teams.
· Earned three awards for Meritorious Service.
