PROFESSIONAL EXPERIENCE
Strategically manage the building of large scale high priority and high profile projects for various State Agencies.
· Current project is Medical Marijuana Licensing. Working with the Licensing vendor to implement this project before the required 12/15/2017 due date. This project is being implemented using Agile Scrum with a local development team and a remote development team.
· Assigned to 12-million-dollar vendor developed software Licensing project that was 2 years past due where I was preceded by 3 project managers. Reviewed requirements and reformatted the project plan to manage scope and resources. Negotiated to build a team and trained them on the new software. We managed to develop and implement the first phase within 9 months using a combination of waterfall methodology and agile scrum. The second phase was developed and implemented in another 4 months using agile scrum. The final phase was developed and implemented in another 5 months using agile scrum.
· Managed a 12-month project to ensure all software and hardware related to the PCI (Payment Card Industry) met or exceeded the current PCI standards. This is now an annual project and runs throughout the year so standards and training were developed for future years.
· Server replacement, multiple projects – coordination of hardware and software purchases and providing the proper test planning and implementation strategies.
· Enterprise Data Encryption – worked with 5 agencies and 5 teams to encrypt all files containing sensitive data. This was a 16-month project involving up to 40 resources from 5 different agencies. Testing and implementation was critical as it affected most projects on the books.
· Changepoint Enterprise Pilot and Rollout – responsible for the testing and implementation of the new enterprise project management software. The state has 8 agencies and every agency had their own method of tracking and managing their project. This 15-million-dollar project lasted 3 years. I worked with each agency to determine a method to migrate their current system into the new Changepoint system.
· Registration and Implementation of the Michigan Business Tax system – 3 year 27-million-dollar project involving 2 contracting companies and 5 project managers. I was the project manager for the State, HP had 3 project managers, and Deloitte had 1 project manager. The project was being re-written in SAP and .Net.

· Accountable for preparation of procurement and RFP documents.
· Track all project costs, manage milestones, and vendor payments using Changepoint and MS Project.
· Identify and mitigate all projects issues and risks and provide timely reporting to those defined in the Communication Plan.

Responsible for finding projects, estimating, and bidding on projects. Managed a team of analysts and programmers to develop, integrate, implement, and maintain the business solution per the contract established. Majority of the projects were small to medium web based. MS Project was used to track all projects. Most projects were built using .Net and PHP.
· Developed and maintained an interactive web based day care system for a local chain. Incorporated room cameras, activity and meal menus for parents to stay involved with the day to day activities.
· Built and maintained a web based transportation system for a trucking company so their clients could book/change/inquire their own orders. Orders were added to a planogram for efficient shipping methods.
· Built an on-line members only auction system for a hardware distributor. The major criteria was to keep the system updated so that is matched eBay as closely as possible.

Managed the building of small, medium, and large scale high priority and high profile projects for the areas of billing, manufacturing, inventory control, warehousing, and transportation on mainframe and distributed systems.

Built a first level support service desk to work with the distribution facility customers and resolve their problems on the first call. I managed a team of 8 analysts.
· Increased first call resolution from 20% to 70%.
· Built a .Net web application that assisted the Level 1 support analysts.

· Lowered the number of calls to the call center by 38 % because of customer training.
